We don't know what the state was before, but I reckon there's about £1,500 (2010 prices) of materials in there, so hard to argue that it's an improvement, and even if it was, it isn't going to extinguish the CGT liability.
Labour (work, not party) might add to the cost, but I could've probably done that by myself in a couple of days, so not a huge amount, her brother apparently is good at DIY, so my guess is he was involved, and it looks like a good DIY job rather than anything else.
Note also that the hob/oven is freestanding, so won't count against CGT, the same applies to all the other white goods, so all that might qualify is the worktop, wall/base units, sink and possibly tiling.
It's noticeable that all the "leftists" can do on this thread is throw around insults and slurs, if there was nothing in this story then surely even they could do so much better.
