They also forget percentage of GDP we are the second biggest contributer behind USA to NATO if that isn't spending on military what is.

It manages to get to the required % of GDP by including Military pensions in the calculation. Also, as I have stated above, increasing capital expenditure on our Nuclear defence is of no practical use.
