There's no indication that this would be a signing for the development squad. Nixon's article says he'd be for the first team.

Our priority ALL summer has been centre mid. Hence the numerous bids at random centre mids. And now on deadline day we are ** about signing some 18 year old kid striker?
Let’s hope they have something up their sleeve because this won’t cut it if they don’t re invest some of that money properly.
