I think a number of factors will have to be taken into account before a fitting punishment is known.
Starting with his age and IQ no less.

Agree with all that Junior, if there is anything that comes from this terrible and awful event is that hopefully the flares, smoke bombs and any other pyrotechnic will stop inside and outside football grounds. It’s not big and it’s certainly not clever!
